PROBLEM TO BE SOLVED: To provide a fixing device using a laser beam in order to eliminate the need for intricate heat management and a fixing method in the fixing device and fixing method for fixing toner to a print medium. SOLUTION: The fixing device and fixing method for fixing toner to the print medium are provided. The fixing device includes a fixing laser (103) to be optically coupled to the prescribed position of a route (123) of the print medium. The laser beam (109) generated from the fixing laser (103) is cast to the print medium (126) moving back and forth along the route (123) of the print medium. A laser controller (106) is coupled to the fixing laser (103) and controls the laser beam (109) in such a manner that the laser beam (109) generates prescribed fixing exposure light on the print medium 126.
