PROBLEM TO BE SOLVED: To prevent the occurrences of a defective image and the leakage of magnetic particles due to an electrification irregularity by preventing the occurrence of the application unevenness of the magnetic particles on an electrifying sleeve in a longitudinal direction. SOLUTION: The top end side opposed to the electrifying sleeve 9 of several freely rotatable stirring blades 13b to stir a part of the magnetic particles 10 fed with the rotation of the electrifying sleeve 9 provided at a stirring member 13 in the longitudinal direction in a peeling direction from the electrifying sleeve 9 is formed so as to be gradually thinned, so that the disturbance of the magnetic particles 10 on the electrifying sleeve 9 is suppressed. Thus, the magnetic particles 10 on the electrifying sleeve 9 is uniformly distributed in the longitudinal direction without causing unevenness, so that the occurrences of the electrification irregularity and the leakage of the magnetic particles are prevented.
