PROBLEM TO BE SOLVED: To provide a floor heating device having an improved executability, in which parts other than small floor-joists in a soaking sheet are not peeled off in repairing or reforming of the floor finishing material. SOLUTION: In the floor heating device, a hot-water pipe 4a and a heating unit 4 such as electric heater are buried in a base material 3, and small floor joists 5 are placed partly in the base material 3. A soaking sheet 6 is stuck allover the upper face of the base material 3 and the small floor-joist 5, a floor finishing material 2 is laid over the sheet 6 to fix it on the floor-joist 5. In the soaking sheet 6, unadhesive layers 12 are provided partly on the sheet 6 in correspondence with the parts between the floor joists 5.
