A mobile-body-information reception section (101) receives mobile-body information including current positions of mobile bodies, and a user-request reception section (102) receives, together with user information including a language used by each user, a user request relative to the use of the mobile body. A mobile-body selection section (103) selects, out of the mobile bodies, one mobile body suitable for a user having made the use request. A section for receiving preset information on a destination waypoint (104) receives, from the one mobile body, preset information on the waypoint of the destination of the user, and a guidance-information creation section (105) creates information on guidance of a route to the destination waypoint. A guidance-information conversion section (106) converts the created guidance information into information of the language appropriate to the user, and the converted guidance information is transmitted to the one mobile body by a transmission section (107).
