The connecting layer (2, 3) between rigid wall-covering or floor-covering panels (9) and the underlying surface (8) thereof consists of a flexible material and has, at least on one of its two sides, only one multiplicity of adhesive portions (6; 7) which are held in the rest of the connecting layer (2, 3) essentially only at their borders. The adhesive portions (6; 7) are preferably in the form of strips and are held in the rest of the connecting layer essentially only at their ends. The connecting layer (2, 3) is, for example, configured in the form of a net having net-material portions (6; 7) which rise obliquely, some to one side and some to the other side, and form the abovementioned adhesive portions. The panels are held, on a connecting layer of this type, sufficiently fixedly, on the one hand, but releasably, on the other hand. <IMAGE>
