PURPOSE:To avoid the complication of an inter-station signal in adding control information by allowing a transmitting exchange to classify control information relating to the control by a relay exchange and a reception exchange, to gather the information at every classification and to add information representing the length, thereby setting the result continuously. CONSTITUTION:In receiving a data block UD from a transmission terminal equipment, the transmitting exchange E1 checks data and gives it to a service control section S1 when the data is normal. A service control section S1 adds information such as the attribute of a sender terminal equipment and the type of a communication call to the information section section USI of the service control, sets its information length to a setting section USL to be given to a control section B1 between outgoing/ incoming stations. Similarly, the control section B1 and a routing control section R1 set the information UBI, URI and the information lengths UBL and URL to the setting section UB of control information between outgoing/incoming stations and the setting section UR of routing control information. The relay exchange E2 and a receiving exchange E3 calculate the required kind of information setting location based on the information representing the length set to each classification and extracts only the information required in the type to apply control.
