A cable holding and upstairs-frame moving control system for an aerostat is provided to control directions and horizontality of the aerostat moved by external conditions. A cable holding and an upstairs-frame moving control system for an aerostat includes a cable separation preventive ring, a node cell, a control apparatus, and an output apparatus. The cable separation preventive ring prevents a tether cable to connect the aerostat and a trailer from being separated from a main sheave. The node cell is attached to the cable separation preventive ring. The node cell measures directions and buoyancy of the aerostat and transmits the measured information to a drive. The control apparatus is composed of a converter, a controller, and the drive. The control apparatus converts and analyzes a signal received through the node cell. The output apparatus is controlled by a command signal of the drive.
