The appts. comprises an electrode (1) enclosed by a vacuum chamber (9) having inlet (10) and outlet (11) openings and spaced a selected distance from the stock (2), a power source (3) for arc feeding, and a device (8) for reversing the stock travel direction. The outlet and inlet openings of the vacuum chamber and the device for reversing the stock feed direction are disposed at different sides of an imaginary plane passing through the region of the arc (4) perpendicularly to the longitudinal axis of the stock. The appts. can find application in high quality arc-cleaning of stock, such as wire stock and band-shaped stock, of scale and lubricants adhered to it as well as for refining the metal surface of it. The appts. enables a reduction in the arc voltage, and eliminates noise accompanying the cleaning.
