An apparatus for cleaning an upper blade of a film cutting device is provided to employ an air blower and a support unit formed with a groove matched with the outer circumferential surface of an upper-blade rotational shaft. An apparatus for cleaning an upper blade of a film cutting device, which includes the upper blade provided on an upper-blade rotational shaft, a lower blade provided on a lower-blade rotational shaft, and a frame, comprises a cleaning unit(100), a support unit(200), and a fixing unit(300). The cleaning unit removes foreign matters attached to the upper blade. The support unit supports the cleaning unit. The fixing unit fixes the support unit to the frame. The apparatus further comprises a foreign matter discharging unit(400) of discharging foreign matter to the outside thereof.
