The invention relates to a hand tool like a pair of pliers for dispensing and tightening a strand, in particular the stringing material of tennis racquets. The tool has two hand levers connected to one another by a joint and having one handle each. One hand lever is rigidly connected to a housing body in which a supply reel provided with a ratchet rim is rotatably mounted. A locking pawl coupled to a release member engages in the teeth of the ratchet rim. The other hand lever, coupled to the housing body by a restoring spring, carries a stepping pawl which, when the two hand levers are pressed together while the locking pawl is lifted, advances the ratchet rim step-by-step until it is latched in each case in a new rotary position by the locking pawl. <IMAGE>
