An accumulating tower for covering the heat requirements of the consumers in a building is composed of an ice phase change material device (6) which is inserted underground and has an agitating mechanism (12) arranged on the inside and ribs (10) projecting on the outside; an energy equipment chamber (7) which is situated above the phase change material device (6) but which is also situated underground, and contains a heat pump unit (4); a buffer store (15); and an accumulating casing (5) which is situated above the said buffer store (15) and, extends above the ground and has an air and/or radiant heat exchanger. <IMAGE>
