The machine has a stationary shaft for the rotatable mounting of a roll of a fabric which is wound onto a cardboard tube which is horizontally movable in operative association with a rotatably driven cutting blade. The cutting blade is movable along the fabric roll into two selected positions for the cutting of the latter and for the cutting of the cardboard tube transversely to their longitudinal axis into separate rolls of strip material of predetermined width. Connected operatively to the cardboard tube is a driving element which acts so that a clean and positive cutting of the cardboard tube can be executed, without the risk of a deformation or crushing of the cardboard tube. Cylindrical tube portions and disc-shaped rolls of strip material which have a constantly uniform shape are thereby formed. <IMAGE>
