The paper typically newspaper comprises shreds cut into strips or pieces which are short enough to remain uncongealed during prolonged periods of use. Some strips are pref. as long as they are wide and the lengths are randomly different. More pref. the strips are 10-40 mm wide and 5-120 mm long. The strips may be mixed with non-absorbent non-toxic paper and/or cardboard. A cutting machine for the paper is also claimed which is in the form of a high speed rotary shearing cutter. This has heavy duty blades which cooperate with a stator bar. The clearance between the blades and bar is adjustable.
