PURPOSE:To make construction simple and to simplify operation by so constituting a titled meter that a pressure antifoaming chamber having a concn. measuring means in contact with the side wall of a piping is provided and that the liquid to be measured flowing in the piping is flowed freely into said chamber by changing its flow direction. CONSTITUTION:When a valve 13 which is held closed is rotated to open, the flow direction of the liquid to be measured is changed according to the opening of the valve 13, and the liquid to be measured is introduced positively into a pressure antifoaming chamber 12. The liquid having already been sealed in the chamber 12 is discharged to a piping 11 side by passing through the flow passage on the side opposite from the liquid inflow side.
