<p>A skin care composition to moisturize and condition the skin with acceptable tactile properties includes a water-out emulsion of petrolatum or mineral oil, a quaternary ammonium emulsifier, a fatty alcohol and a fatty ester emollient. The composition provides the moisturizing and conditioning qualities of petrolatum, while providing a non- greasy, cosmetically acceptable feel when applied to the skin.</p> |
