PURPOSE:To miniaturize the titled circuit device and to improve the possibility of mis-detection by allowing a synchronizing pulse generating means to generate a timer pulse and a reset pulse synchronously with a detection clock and applying an input signal and both the said pulses to a flip-flop in an input signal interruption detecting means. CONSTITUTION:The synchronizing pulse generating means 31 uses an inputted detection clock and a timer pulse so as to generate a timer pulse and a reset pulse synchronously with the detection clock thereby making a leading point of the timer pulse dissident with a rising point of the set pulse and an input signal interruption is detected by utilizing the output of an L level signal from a terminal Q in case of the interruption of the input signal through the application of the reset pulse to a clear terminal of a flip-flop in an input signal detection means 30 and of the input signal to a CLK terminal. Thus, the possibility of error detection is improve and the small sized device is attained.
