Pulse converter blocks are provided each having a register. A detection circuit determines if the information content of the register has a predetermined condition and an increment - decrement circuit changes the content of the register. The pulse converter blocks are driven by a common clock pulse so that the counting operations and the condition detecting operations of the blocks are effected in synchronism with the common clock pulse. The control appts. is controlled by the digital arithmetic operation of a central processing unit which is programmed, and uses information related to at least one engine detected condition. The appts. allows the use of dynamic circuit components as required, enabling heat generation to be greatly decreased.
