An impression cylinder (32) has an electrically conductive, inner layer (39) which is made of an elastic material, adjoins a source (33) of alternating current and is covered by an outer layer (40) of predetermined thickness made of an elastic, dielectric material. The relative dielectricity constant of this outer layer (40) is many times greater than that of the web of material (34) to be printed made of non-conducting material, such that a substantial part of the electric potential applied produces an idle current flowing through the outer layer (40) onto the web of material. <IMAGE>
