PURPOSE:To shorten a stand-by time by opening a shutter which covers a fixing device except a carrying-in opening for media where images are to be formed and is provided nearby the carrying-opening so that it can be opened and closed freely. CONSTITUTION:When an initial operation is ended and fixing is performed and as form after transfer is conveyed to the carrying-in opening 11a of the fixing device by a conveyance path 16, a solenoid 17 is driven according to the conveyance position of the form and opens the shutter 19 in the closed state upward for a fixed period. At this time, an upper heat roller 12a and a paper discharge roller 22b rotate, and a lower roller 12b and a paper discharge roller 22 rotate correspondingly. The form from conveyed from the carrying-in opening 19 have its front end clamped between the heat rollers 12a and 12b and prescribed heat and pressure are applied to fix an unfixed developer sticking on the form surface. Consequently, the waiting time at the time of initial operation can be shortened.
