<p>The device is composed of two cooperating parts (1, 2), the first being a plate (1) of general rectangular form, which is supplied at each of its small sides with an upwardly open upturn forming a hook (4, 5) and which carries a crenellated part at its centre, and a second part (2) which is extended, on either side, upwards by a part (13) defining a rectilinear channel (15) and downwards by a last part (17) having a form capable of being subject to a gripping means, in such a way that a wire (3) is taken below the two hooks (4, 5) of the first part (1) and passes into the rectilinear channel (15) of the second part (2).
