A surface coating composition comprising: (A) 100 parts by weight of a partially hydrolyzed condensation product of alkyltrialkoxysilane having the general formula R1Si(OR2)3 in which R1 represents an aliphatic hydrocarbon group of C1-C4 or an aromatic hydrocarbon group, and R2 represents an aliphatic hydrocarbon group of C1-C4; (B) 10-100 parts by weight of an organic carboxylic acid of C1-C5; and (C) 0.01-1.0 part by weight of an anionic surface active agent containing a fluorocarbon chain.
