A test voltage for a megohm-meter or dielectric meter of modular construction is derived from a multi-turn potentiometer to provide a continually adjustable voltage. The voltage is displayed in either analogue or digital form on a display which may be part of the instrument or as a separate module. This display may be combined with a readout for the resistance value. A changeover switch enables the resistance and voltage characteristic to be measured progressively, and a precise value for breakdown voltage can thus be determined. A range of modules enables different characteristic ranges to be chosen for the instrument.
