PURPOSE:To obtain a picture signal processing system for a micro-film reader where the band compression effect for picture signal transmission is improved, by setting always the picture signal in the region such as a border outside a frame to a white signal. CONSTITUTION:A fundamental clock (a) and a picture read enable signal (b) are inputted to the first block 5 to output a binary fundamental signal (c) (the black signal is high-level), an inversion picture signal (d) (the white signal is high-level) obtained by inverting the fundamental signal (c), a clock (f) synchronized with a picture signal enable signal (e) corresponding to a main scanning period, and a clock (g) synchronized with the fundamental picture signal (c) and the inversion picture signal (d). These signals (b)-(g) and a control signal (h) are inputted to the second block 6 to output a correction picture signal (i) and a scanning line counter output signal (j).
