Method and apparatus for treating water to increase the solubility of certain salts, and to enhance the ability of the water to dissolve accumulated scale from equipment such as pipes and boilers. The water is treated by subjecting the water to the combined action of an electrostatic field and ultrasonic energy in the same chamber. After treatment the water is flowed through the equipment to be cleaned and dissolves accumulated scale and salts. The treated water can also be used for other purposes.
