<p>The damper/seal is made of resilient material, such as rubber or synthetic resin, and has an outer peripheral surface (33a) backed with tetrafluoroethylene to form a thin surface layer. The surface layer of the damper slidingly engages the inner peripheral surface of the outer sleeve of a control valve of a power steering system and prevents vibration of the control valve.
