The fluid-flow-regulating contact applicator consists of a plug or sleeve secured as a closure for a liquid dispensing bottle. The applicator is formed with liquid-permeable ducts extending through the top wall to provide fluid communication between the interior of the container and the ambient system. The ducts are dimensioned to invoke surface to preclude free flow in response to gravitation alone, but to allow flow when the applicator contacts a surface.
