PURPOSE:To reduce the amount of generated information through eliminating noise in static domain, and to improve picture quality of encoding between frames by determining a coefficient which is multiplied to a frame difference value depending on the difference between frames of present frame and picture element value of preceding by one frame. CONSTITUTION:Digitized TV signal is inputted to a signal input terminal 1, and a difference value is determined by substracting output picture element value of a frame delay circuit 3 by a subtracter 2, and inputted to a multiplier 4. the difference value from the subtracter 2 is inputted to a coefficient setting circuit 5, and at the same time, a multiplication coefficient is determined by inputting both the output value preceding by one frame from the circuit 3, and a controlling signal from a controlling signal input terminal 8. The coefficient, smaller than 1 and not negative, determined by the circuit 5 is inputted to the multiplier 4 as a coefficient which is multiplied to the difference value from the subtracter 2. Picture element value of the circuit 3 is added to the output of the multiplier 4 by an adder 6 and written in the circuit 3, and at the same time, outputted from a signal output terminal 7. Thus, the amount of generated information is reduced and picture quality of encoding between frames is improved. |
