PURPOSE:To make the rotational speed of an engine possible to rotate to its maximum by providing a rotation regulating means to regulate the rotating angle of a rotating lever on a rotating pump for a fuel injection pump to the fixed degrees of an angle based on the signal from a speed stage detecting means. CONSTITUTION:A speed stage detecting means 11 is constituted of an electric switch that outputs a maximum speed stage detecting signal by detecting the position of a change speed lever 3A when a transmission 3 is changed over to a maximum speed stage. On the other hand, a rotation regulating means 12 regulates the rotating angle of a rotating link lever 5, which is the rotating angle of the rotating lever 2A on a fuel injection pump 2, by resisting the stepping force on an accelerator pedal 7. A hydraulic cylinder 13, as a locking device, regulates the rotating angle of the rotating link lever 5 by a piston rod 13A striking the rotating link lever 5 on the upper side of its rotating center.
