PURPOSE:To obtain an excellent compression rate of information, by referring only to a period reference picture element and a peripheral reference picture element whe estimating the color for the picture element of a picture having a periodic structure. CONSTITUTION:The reference picture element that estimates the estimate picture element is selected among the picture signals within a memory 6. The reference picture element is decided as the relative position to the estimate picture element, and the estimate picture element is estimated 7 with use of the reference picture element. The estimator 7 decides the white and black of the estimate picture element from the reference picture element and gives a signal conversion to the result of decision to send it to a comparator 8. On the other hand, the binary coded picture signal is stored in the memory 6, and the color signal of the estimate picture element is sent also to the comparator 8. The comparator 8 compares the received estimate picture element with the actual value and sends the coincidence or dissidence signal to a coder 9 to code the signal. |
