A combined governor, equipped with two mechanical and pneumatic governors for controlling the supercharging of internal combustion engine, comprises two flyweights(2), a shifter(5), a guide lever(13), a stopping lever(18) and a control rack(12) connected to a diaphragm(8). When the engine is starting or idling, the engine supercharging is controlled by the mechanical governor, and when it runs in high speed, the pneumatic governor controls the engine supercharging with the control rack operated by the force of pressure difference in pressure chamber(10).
