PURPOSE:To easily form a function recognizing directly the occurrence of a fault in a session connection without disturbing the existing communication rules by giving a transmission request to an opposite party at the time of supervision of an information non-reception time is over, identifying the absence of a reply from the opposite party by means of time supervision and identifying it as the occurrence of fault by a supervising means provided at the outside of a communication network. CONSTITUTION:A control section 22 requests the sending of a prescribed reply urgency for the sending of a prescribed reply to an opposite terminal user program 4 to its own terminal user program 4 in order to confirm the occurrence of a fault, receives a request from the terminal user program 4 and a session control layer 23 processes the sending of information as usualy. Further, the control section 22 restarts a timer 20 to await the reception of the reply from the opposite party to the transmission request. In case the information reception from the opposite party does not still exist, as a result, an output of a timeout signal from a timer 21 is decided by the control section 22 as the occurrence of a fault, which is informed to the terminal user program 4.
