A molten, undeoxidised steel is made contg. less than 0.1% C, 0.15-0.6% each Si and Mn; and is vacuum-degassed to produce a carbon content below 0.02%. Ametal deoxidant is then added to obtain a steel contg. 50-150 ppm. dissolved O2, and less than in all cases, 0.05% Si, 0.01% dissolved Al, 0.02% C; and 0.2-0.6% Mn. The steel is next continuously cast to obtain a billet. The billet is used to produce super-soft rolled rod which has excellent workability. This steel can be continuously poured through a tundish with an outlet nozzle of approx. 15mm bore dia. without blockage of the nozzle, so it can be continuously cast.
