The system sets a guiding flap on a swivelling mounting and effects blockage or release in a downpipe which periodically ducts water, esp. rainwater. It closes an outlet hole from the pipe when in the release position. The flap (9) is connected, via an activating unit (12,13) to a float (17) which holds it in its release position when raised. When lowered onto the flap it exerts force to hold the flap in its stop position. The outflow unit (7) can be tubular, with a vertical guide rod (14) for the float passing through it. The rod can be fitted with two stop units (15, 16), with an end of the activating unit engaging between them. The flap can be automatically set in position when a tank below the outflow is full.
