Device for moulding bags (sacks) from a web of material which cannot be welded, in particular paper, filling these bags with a product and then closing them, comprising a holder for a reel of material web, adhesive means for applying a hot-melt adhesive to the web of material, a moulding means, with which the web of material is moulded into a tube of material which extends in the vertical direction, feed means for feeding the product which is to be packaged into the tubular web of material, and closure means for closing the tube of material in the longitudinal direction and at regular intervals in the transverse direction, and with cutting means for cutting the tube into separate bags at the location of the transverse closures, the adhesive means comprising a first adhesive-application component for applying a longitudinal strip of adhesive to the web of material and a second adhesive-application member for applying a transverse strip of adhesive to the web of material, both of which are located upstream of the moulding means and downstream of the reel holder. Cooling means may be located downstream of the first and second adhesive-application members and the moulding means, in order to realize accelerated cooling of the strips of hot- melt adhesive which have just been applied, to a temperature at which the hot-melt adhesive is no longer active.
