摘要 <p>PROBLEM TO BE SOLVED: To improve the picture quality of decoded images by encoding the data of one or plural types to undergo the variable length encoding by means of a variable length code and then decoding the encoded data on the decoding side. SOLUTION: In an encoding mode, the input video signals are encoded by an information source encoder 201 and then undergo the variable length encoding via a video signal multiplexing encoder 202. Then the header information is multiplexed and transmitted by a transmission encoder 204 via a transmission buffer 203. At the decoding side, a transmission line decoder 209 decodes the header information and this information, etc., are separated by a video signal multiplexing decoder 207 via a reception buffer 208. Then a variable length code is decoded and the video signals are outputted via an information source decoder 206. Although the decoder 207 detects a decoding error of the variable length code, a period covering this error detection time through the time right before the next GOB code or frame start code is stored. This storage data series are decoded later.</p>
