In a chromium additive comprising prereduced and sintered agglomerates of chromium iron ore having a chromium reduction degree of 30 - 85% and an iron reduction degree of 50 - 98% and contg. carbon is not >105% of theoretical quantity required for redn. of remaining chromium and iron oxides to chromium and iron, the chromium reduction degree of the outer layer portion (corresponding to about half the vol. of the agglomerate) is not 30% of that in the related inner core portion.
