PROBLEM TO BE SOLVED: To provide a compression-encoding device and method capable of guaranteeing the read of all data even in the case that an unreadable data amount is present in the transmission system of the data. SOLUTION: A controller 15 writes the header of an access unit desired to be read to an output buffer one access unit before the timing of reading encoding data from the output buffer. That is, after the data of the access unit are generated, the header of the next access unit is immediately generated in a VLC(variable length coding) circuit 14. After the encoding of a certain access unit is ended, the read of all the data is surely made possible fixed time later and multiplex or transmission processings or the like to be processed in the poststage are substantially simply and easily controlled.
