PROBLEM TO BE SOLVED: To surely prevent the dropping of granules stuck on the surface, and prevent the deviation of the position of a lithographic plate on a plate cylinder of a printer without having an adverse effect on the surface side of the lithographic plate. SOLUTION: Recesses an projections 32 of required shape are formed by sticking fine particles 34 such as glass on the surface of a substrate 31a of a block copy sheet 31, and a dropping prevention layer 36 coating the surface of the substrate 31a on which fine particles 34 are stuck is formed thereon. The recesses and projections 32 are brought into contact with the back of the lithographic printing plate to make recesses on the back of the lithographic printing plate.
