CONSTITUTION:When the conducting periods of respective choppers CH1, CH2 are represented by T1, the operating periods of the respective choppers are represented by T0, and Lf1=Lf2, Em1=Em2, Rm1=Rm2 exist, the operations of mode 1 mode 2 mode 1' mode 2 are repeated in the zone of beta=T1/T0<0.5, the choppers CH1, CH2 operate as voltage dropping chopper, and energy is regenerated at the power source ES.
