PROBLEM TO BE SOLVED: To reduce a side information amount and prediction errors by providing a prediction part for generating and outputting prediction pictures, an area prediction decision part for outputting side information composed of area information and a motion vector or the like, etc., and a side information ecoding part for encoding the side information outputted from there. SOLUTION: A motion vector search part 31 searches for the motion vector from an inputted reference picture frame and outputs it to the prediction parts 1-(n) and the respective prediction parts 1-(n) generate the prediction pictures from the inputted reference picture frame. Then, the respective prediction parts 1-(n) output the generated prediction pictures 1-(n) and the motion vector used in an inter-frame prediction processing to the area prediction decision part 33. The area prediction decision part 33 calculates a difference from the inputted prediction pictures 1-(n) and an input picture frame and outputs the side information such as a vector for constituting a processing small area or the like to the side information encoding part 34.
