<p>PURPOSE:To charge a charge unit to a circuit, other than an originating and an incoming circuits by newly providing an identifier and a table to obtain a charged party from a group number in a facility, in the user facility of a call request packet. CONSTITUTION:The conversion tables 40, 50, 60, which set the identifier for executing an under-mentioned service in the user facility identifier of the call request packet, and obtain the address of the charge party for the facility part from the charge party group number, when the charged party is intended to be a terminal 100, in communication between the terminals 200 and 300 through packet switchers 20, 30, are previously provided. When the call request packet that the charge party group number is set in the facility part, is received, a charged party address is obtained from the group number by the charged party conversion table 40 in the packet switcher 20, and the terminal 300 is connected through the packet switcher 30, and the charge of the communication is charge to the terminal 100.
