Those operations which attempt to alter the water/liquid fuel ratio are subjected to measurement after the emulsification. The emulsified liquid is allowed to flow between the foils of a capacitor, and the variations in capacitance as a function of the changes in the dielectric behaviour of the emulsified liquid contained or flowing between the foils are regulated. Furthermore, the composition of the emulsified liquid is regulated as a function of the variation in the capacitance of the capacitor. <IMAGE>
