PURPOSE:To efficiently encode a color picture signal, by taking into consideration a correlation among different colors, too, in the run-length encoding method. CONSTITUTION:In accordance with a color picture having N colors, which has been already input, the encoding circuit arranges signal values of N pieces for forecasting as to a picture signal to be input next, in order of the forecasting hit rate, detects how the actual signal value stands and conforms with in the signal values which have been arranged, and it is made a forecasting error signal. This signal is compressed, it is input to the expanding and decoding circuit 18 of the decoder as a forecasting error encoding signal 45, and it is expanded and decoded. The forecasting decoding circuit 19 generates a mode signal based on a color picture signal having N colors, decodes the forecasting error signal corresponding to this signal, and outputs it as a decoding picture signal 48. The control circuit 20 sends out a clock signal, a control signal and a synchronizing signal, and controls such circuit. |
