PURPOSE:To remove extra charge due to malfunction by receiving picture information until the charge information of picture information accessed by an user exceeds the upper limit of charge on the terminal side, and at the time of exceeding the limit amount, invalidating the reception. CONSTITUTION:In an information center A, a receiver 1 receives ascending information from a video disk terminal B and supplies the received information to a processor 3. The processed picture information is sent to the terminal B as descending information. The processor 3 connects an access information storage device 4 with a picture/ charge information storage device 5 to store picture access information requested by the terminal B in the device, and to access picture/charge information stored in the device 5 in accordance with the stored information. In the terminal B, a data receiver 7 receives the descending information from the center A, and a data processor 9 processes the received information or the input of an access information input device 8, supplies the picture information to a display device 10, and compares the received value with a set value set up in an upper limit charge setting device 11. In such constitution, a system allowing a user to set up a charge paying limit on the center, and preventing the user from being demanded payment more than necessary amount due to misaccess can be obtained.
