PROBLEM TO BE SOLVED: To provide a method for forming a winding annular by using a machine for forming a meandering annular winding coil in which a coil covered with a nonadhesive coating is formed such that dielectric breakdown due to tear does not take place between the coil wires. SOLUTION: In the method for forming an annular winding coil having a plurality of meandering portions formed by a meandering annular coil forming device comprising a means for moving first and second dies substantially in the radial direction while reducing the diameter of an annular winding coil before forming consisting at least of two layers in the vertical direction through cooperation of first and second die units, a sheet is interposed between the vertical layers of the annular winding coil.
