PROBLEM TO BE SOLVED: To provide a video photographing device capable of playing back a video at a transmission destination at the same time with photographing by transmitting the video obtained by photographing through a network even though the transmitting speed of a network is slow. SOLUTION: The video photographing device 100 is provided with a photographing part 101 for generating video source data composed of a plurality of frames by photographing and recording the video source data; an encoder 102 and photographing and recording part 103; a transmission frame determining part 109 for thinning out frames from the video source data when a recording speed is faster than a transmitting speed; a transmitting part 105 for transmitting first video data composed of a plurality of thinned remaining frames to a video recording and playback device 200; and a thinned frame reading part 107 for making the transmitting part 105 transmit second video data composed of the thinned frames to the video recording and playback device 200 after transmitting the first video data.
