An air conditioning control system and controlling method is provided to restrict the increment of the consumed energy even flow rate demand exceeding the maximum stream flow is generated. An air conditioning control system(14) comprises an inlet temperature receiver(140) receiving the value of the inlet temperature which the charging temperature sensor measures; a flow rate receiver(141) receiving the value of the flow rate which the flow sensor of valve measures; a receiving water temperature receiver(142) receiving the value of the receiving water temperature which the receiving water temperature sensor measures; a setting unit(143) receiving the temperature setting value which is set up by the management person of user; a memory unit(144) memorizing the design receiving water temperature value in advance; an operation unit(145) which determines the setting flux supplied resonator of cold and hot water, and simultaneously, determines the control state of resonator; a valve control part(146) controlling the open degree of valve based on the setting flux which the operation unit determines; and a resonator control status transmitter(147) transmitting the resonator control status in the water conveyance control device(15).
