<p>PURPOSE:To obtain information required for a user oneself, by adding a value designated directly by the user or the one possible to designate indirectly by the user on the parameter of a function which decides the distribution of an information quantity to time-spatial resolution. CONSTITUTION:A transmission side predicts the value of a picture element to be transmitted from now from the picture element in the same frame transmitted already, and compresses the information quantity by transmitting a difference(prediction error) between an actual value. The prediction error is quantized and encoded at a quantization circuit 5, and is transmitted via a transmission buffer 10 and transmission systems 11 and 12. At a threshold circuit 4, an error value is outputted as 0 when the absolute value of the prediction error (epsilon) is less than a threshold. By increasing a threshold value and a range to set 0, a code quantity being generated is reduced, and the number of frames transmitted in a unit time is increased. At the applied part 19 of the said invention, a user, that is, a receiver can obtain the time-spatial resolution required by the user, that is, the receiver by designating the threshold value Th as observing a decoded image.</p> |
