The turbine control system is rolling a turbine rotor when the throttle is set either to stop, or to start, as required and includes a main steam vlave position control oct. for controlling the flow of a motive fluid to at least one turbine and an automatic roll-over cct. for providing a valve position set command signal to the valve position control cct. in response to a turbine shaft zero-speed condition. The automatic roll-over cct. comprises at least one shaft speed signal input and devices responsive to the shaft speed signal input for detecting a zero-speed condition of the turbine shaft and a valve position set circuit.
