PURPOSE:To perform stabilized start control by performing a shutoff operation at a low speed when the static head is low and at an appropriate speed of rotation commensurate with a water level when the static head is high, thereby maintaining the speed of rotation until the load reaches a target load. CONSTITUTION:A deviation signal of a required power added with a load is inputted from a system 13 to a function generator 34. The water levels of upper and lower dams are measured and the results are inputted to a comparison operation device 30. Operation is performed at an appropriate speed of rotation commensurate with the water level when the static head is high, and at a low speed when the static head is low. The load of a generator motor 5 is detected with a power detector 9 and the speed of rotation is maintained until a target load is reached. Stabilized control of the shutoff water pressure can be performed regardless of the water level variance.
